Opportunity Council

Opportunity Council (OC) is a private, nonprofit Community Action Agency. For over 50 years, OC has been serving the residents of San Juan, Island, and Whatcom Counties. OC offers a broad scope of services that range from addressing immediate and crisis-oriented needs (such as food, emergency shelter, eviction-prevention) to longer-term programs that promote self-sufficiency in our community (for example: early childhood education, home weatherization). Like all Community Action Agencies in America, Opportunity Council is led by a tripartite volunteer board of diver community leaders.
